    Angry by design: toxic communication and technical architectures

    Hate speech and toxic communication online is on the rise. Responses to this issue tend to offer technical (automated) or non-technical (human content moderation) solutions, or see hate speech as a natural product of hateful people. In contrast, this article begins by recognizing platforms as designed environments that support particular practices while discouraging others. In what ways might these design architectures be contributing to polarizing, impulsive, or antagonistic behaviors? Two platforms are examined: Facebook and YouTube. Based on engagement, Facebook’s Feed drives views but also privileges incendiary content, setting up a stimulus–response loop that promotes outrage expression. YouTube’s recommendation system is a key interface for content consumption, yet this same design has been criticized for leading users towards more extreme content. Across both platforms, design is central and influential, proving to be a productive lens for understanding toxic communication

    Staying at the Edge of Privacy: Edge Computing and Impersonal Extraction

    From self-driving cars to smart city sensors, billions of devices will be connected to networks in the next few years. These devices will collect vast amounts of data which needs to be processed in real-time, overwhelming centralized cloud architectures. To address this need, the industry seeks to process data closer to the source, driving a major shift from the cloud to the ‘edge.’ This article critically investigates the privacy implications of edge computing. It outlines the abilities introduced by the edge by drawing on two recently published scenarios, an automated license plate reader and an ethnic facial detection model. Based on these affordances, three key questions arise: what kind of data will be collected, how will this data be processed at the edge, and how will this data be ‘completed’ in the cloud? As a site of intermediation between user and cloud, the edge allows data to be extracted from individuals, acted on in real-time, and then abstracted or sterilized, removing identifying information before being stored in conventional data centers. The article thus argues that edge affordances establish a fundamental new ‘privacy condition’ while sidestepping the safeguards associated with the ‘privacy proper’ of personal data use. Responding effectively to these challenges will mean rethinking person-based approaches to privacy at both regulatory and citizen-led levels

    The global pandemic saw millions of workers shift to working from home, a situation that has now become the new normal for many. This article examines the way artificial intelligence has filtered into this sphere of labor. AI technologies are now leveraged in writing, emailing, image editing, research, and dozens of other home office tasks. And yet, contrary to depictions of AI power focused on top-down domination, AI’s permeation into this domestic space has been quieter and more collaborative. AI technologies promise to adapt to the worker, augmenting her productivity and increasing her professionalism. Drawing on Byung-Chul Han’s notion of “friendly power,” I show how AI becomes compelling to workers by being convivial, personal, and flexible. This strategy appears successful in integrating AI into new forms of labor and also key to recognize when developing critical approaches to technical power.     Contemporary power manifests in the algorithmic. And yet this power seems incomprehensible: understood as code, it becomes apolitical; understood as a totality, it becomes overwhelming. This book takes an alternate approach, using it to unravel the operations of Uber and Palantir, Airbnb and Amazon Alexa. Moving off the whiteboard and into the world, the algorithmic must negotiate with frictions - the 'merely' technical routines of distributing data and running tasks coming together into broader social forces that shape subjectivities, steer bodies, and calibrate relationships. Driven by the imperatives of capital, the algorithmic exhausts subjects and spaces, a double move seeking to both exhaustively apprehend them and exhaust away their productivities. But these on-the-ground encounters also reveal that force is never guaranteed. The irreducibility of the world renders logic inadequate and control gives way to contingency

    Machine Readable Race: Constructing Racial Information in the Third Reich

    This paper examines how informational processing drove new structures of racial classification in the Third Reich. The Deutsche Hollerith-Maschinen Gesellschaft mbH (Dehomag) worked closely with the government in designing and integrating punch-card informational systems. As a German subsidiary of IBM, Dehomag’s technology was deployed initially for a census in order to provide a more detailed racial analysis of the population. However the racial data was not detailed enough. The Nuremberg Race Laws provided a more precise and procedural definition of Jewishness that could be rendered machine-readable. As the volume and velocity of information in the Reich increased, Dehomag’s technology was adopted by other agencies like the Race and Settlement Office, and culminated in the vision of a single machinic number for each citizen. Through the lens of these proto-technologies, the paper demonstrates the historical interplay between race and information. Yet if the indexing and sorting of race anticipates big-data analytics, contemporary power is more sophisticated and subtle.     Approaching algorithmic power

    Contemporary power manifests in the algorithmic. Emerging quite recently as an object of study within media and communications, cultural research, gender and race studies, and urban geography, the algorithm often seems ungraspable. Framed as code, it becomes proprietary property, black-boxed and inaccessible. Framed as a totality, its becomes overwhelmingly complex, incomprehensible in its operations. Framed as a procedure, it becomes a technique to be optimised, bracketing out the political. In struggling to adequately grasp the algorithmic as an object of study, to unravel its mechanisms and materialities, these framings offer limited insight into how algorithmic power is initiated and maintained. This thesis instead argues for an alternative approach: firstly, that the algorithmic is coordinated by a coherent internal logic, a knowledge-structure that understands the world in particular ways; second, that the algorithmic is enacted through control, a material and therefore observable performance which purposively influences people and things towards a predetermined outcome; and third, that this complex totality of architectures and operations can be productively analysed as strategic sociotechnical clusters of machines. This method of inquiry is developed with and tested against four contemporary examples: Uber, Airbnb, Amazon Alexa, and Palantir Gotham. Highly profitable, widely adopted and globally operational, they exemplify the algorithmic shift from whiteboard to world. But if the world is productive, it is also precarious, consisting of frictional spaces and antagonistic subjects. Force cannot be assumed as unilinear, but is incessantly negotiated—operations of parsing data and processing tasks forming broader operations that strive to establish subjectivities and shape relations. These negotiations can fail, destabilised by inadequate logics and weak control. A more generic understanding of logic and control enables a historiography of the algorithmic. The ability to index information, to structure the flow of labor, to exert force over subjects and spaces— these did not emerge with the microchip and the mainframe, but are part of a longer lineage of calculation. Two moments from this lineage are examined: house-numbering in the Habsburg Empire and punch-card machines in the Third Reich. Rather than revolutionary, this genealogy suggests an evolutionary process, albeit uneven, linking the computation of past and present. The thesis makes a methodological contribution to the nascent field of algorithmic studies. But more importantly, it renders algorithmic power more intelligible as a material force. Structured and implemented in particular ways, the design of logic and control construct different versions, or modalities, of algorithmic power. This power is political, it calibrates subjectivities towards certain ends, it prioritises space in specific ways, and it privileges particular practices whilst suppressing others. In apprehending operational logics, the practice of method thus foregrounds the sociopolitical dimensions of algorithmic power. As the algorithmic increasingly infiltrates into and governs the everyday, the ability to understand, critique, and intervene in this new field of power becomes more urgent

    The High/Low Toggle: Alt-Right Code Switching on 8chan

    The alt-right has recently achieved a kind of intellectual legitimacy, with best- selling books, lecture tours, and academics who splice racist ideals into sophisticated new ideologies with pseudoscientific rhetoric. Yet the alt-right also contains a strong anti-intellectual tradition, a populist demagoguery that rails against the doctored version of reality handed down by official institutions like the university. This paper thus argues that the alt-right derives much of its power from an ability to rapidly code switch between the high culture of scientific rationalisation, academic theories and institutional legitimacy, and the low culture of populist tropes, crude humour and pragmatic action. To explore this phenome- non, I analyze 24 hours of postings from the /pol board of 8chan, regarded as ground zero of alt-right discourse. In scrolling through these pages, 8chan users move back and forth between logical arguments and low-brow jokes, between scholarly literature recommendations and simple lifestyle suggestions. Though these twin modes are logically opposed, they are functionally complementary, slowly nudging users towards a more far-right position
